Peugeot. If Chrysler won’t develop C, B and D segment cars, and wants to rebadge the cars of other manufacturers, Peugeot could be a good source, as I can’t see them returning to the US.
FCA could also take cars from VW’s B-team brands, like Seat and Skoda, but given that Marchionne isn’t in the best relationship with VW, that plan is unlikely.

Mitsubishi! A supplier that Chrysler has used extensively in the past, and there was even Diamond Star Motors for awhile.
Mitsubishi even made the best generation Dodge Challenger.

No way would FCA pay to federalize cars not engineered to be brought to the US. I’d look for something closer to VW selling their version of the Chrysler minivan and badging it as the Routan. Maybe a version of the Mazda 3 or something.

Except Mitsubishi is abandoning the car market, to focus on crossovers, itself. Chrysler can’t take B, C and D segment cars from Mitsubishi if Mitsubishi doesn’t have them.
Also, for the whole scheme to work, the manufacturer who supplies the cars mustn’t be present in the US.

They could also use Suzuki, which still sells cars, but not in the US. Suzuki even made the best Fiat ever, the Sedici. The Swift could be sold here as the Dodge Ball.

Mitsubishi isn’t abandoning the car market by choice. They just can’t afford to develop new car models on their own AND properly fund their crossovers, and since crossovers are a growing and more profitable category, that’s where they’re focusing their resources.
They did attempt to do a deal with Samsung Motors to rebadge the SM5 and SM3 as a new Galant and Lancer, but Renault killed the deal to prevent competition with Nissan in North America.
That deal only fell apart about a year ago, I doubt that they’ve totally given up on their hopes of reentering those markets since then.
Mitsubishi might not have new models ready to go that Fiat Chrysler could straight up rebadge, but if the two companies pulled their resources together, they could develop what they both need for much cheaper than going it alone.

Mazda. Dunno how the relationship with Ford worked out, but it seems to be cooled down a lot.
FCA has a lot of brands in stock, and Mazda hasn’t. As Mazda has the tech, FCA hasn’t. This would make a good match.
If I were in charge at FCA I’d try to assemble all marques wich are struggling right now to join forces (without noticing the uninformed public) to reinvent myself (and all the other marques who can then sperate by design).

Not when you would have to do both emissions certification of engines not engineered for US regs but also try to get the cars to pass US crash requirements. It would be cheaper to design it to do so from scratch than try to do some kind of retrofit. Especially when we’re talking small cars that already have thin margins. If it was easy then there wouldn’t have been a reason for manufacturers not bringing over so many cars over the years.

Easy. Change all Mitsubishi dealerships to Eagle dealerships, and put the Eagle brand inside Dodge dealerships in cities without former Mitsubishi dealers (think Scion, but not half-assed). The lineup would go as follows:
From Launch:
Eagle Colt - Mitsubishi Mirage
Eagle Summit - Mitsubishi eK Custom
Eagle Turismo- Mitsubishi Lancer
Eagle Horizon - Mitsubishi Delica D:5
Later on:
Eagle Talon - Eclipse Replacement (an important halo car for standalone dealers)
Eagle CSX - Mirage Evolution
Eagle SX/4 - jacked-up, AWD Lancer with cladding. (crossovers sell)
The dealers will use bits from previously successful retail strategies. For example:
No-haggle pricing.
Easy financing.
Eagle Experts (like Apple Store Geniuses, but for the cars. Strictly there to show you around the cars).
A no-commission sales model (makes the salespeople less hungry for sales).
Encourage customer feedback to reward dealers that make customers feel at home and impose restrictions on dealers who are pushy and rude.
Instead of stuff like rustproofing being pushed, push unique stuff like vinyl stripes and patterns, wheels, and hydro dipping, along with other accessories that customers would actually want).
Gaming consoles in the dealer - one in the showroom, one in the service lounge.
Touchscreen stations where people can configure their own cars in-showroom.
A demonstrator of each model, configured in their most popular trim, to be available for “24-hour test-drives” to allow customers to experience life with the car before they sign on the dotted line.

FCA won’t buy Mitsubishi, because fixing Mitsubishi would require a lot of money, and the whole pulling out of cars thing is happening because they want to save development money, and money required to build a new factory to build more crossovers and trucks.

Waaaaay ahead of ya...
That’s the new Dodge Attitude, a rebadged Mitsu Colt sedan. The Attitude used to be a rebadged Hyundai Accent, but as of 2015, it’s this instead.
